Despite having southern Africa's lowest per-capita use of condoms, Uganda has had the world's biggest fall in HIV/AIDS infections - from 12 percent incidence in the early 1990s to 4.1 percent in 2003.

"Our prevention campaigns emphasise abstinence and being faithful rather than condom use," Ugandan President Yoweri Museveni told the 15th International AIDS Conference (July 2004).

In Botswana, where condom use is high, HIV/AIDS hasn't decreased - their present infection rate being 37.3 percent. Despite this, the condom-flogging organisation, Population Action International, still recommends raising condom distributions worldwide to 18 billion a year - "to fight HIV"(!)

Some people just don't want to learn.
